One ardent lover of nature and photography read an article called “Bhagirath Teri Ganga Maili” (Bhagirathi’s dirty river Ganga) in the book “Himyatri” (Traveler in the Snow) by well famous nature-writer Sureshchandra Warghde. This inspired him to travel, understand and photograph the state of the river Ganga by travel ling from Gomukh Gangotri to Bay of Bengal along the river Ganga. This river is the symbol of life for Indians. As well they have eternal faith in the sacred nature of the river. This photographer also executed this task in the period of 2001 to 2006. He had only one aim: “To awaken the people about the pollution of the river Ganga which is considered very sacred by the Indians and to make them participate in increasing the efforts to stop this pollution and improve the cleanliness of the river”. This nature loving photographer is Shri. Mr. Vijay Mudshingikar. He is also the founder of Gangajal Foundation. When he did these trips, he was an ordinary worker in Crompton Greaves Company. These photography trips culminated into ‘Gangajal’ Photography Exhibition which showed and brought to our notice how badly we are treating our sacred river Ganga, which occupies a position of Goddess in the minds of every Indian.

Gangajal Nature Foundation, Mumbai is a Non Government Organization (NGO) founded by Mr. Vijay N. Mudshingikar. Through the medium of ‘Gangajal’ photo exhibition we are trying to spread awareness about water pollution. We are doing it for last six years. We are using Photographs of polluted Ganga and Documentary film based on these photographs as tools to spread awareness.

Though Saving Ganga is our most important project, our scope of activities are not limited with only Ganga. We are mainly a group of nature lovers and researchers trying to save environment by activities like awareness programs, cleaning camps etc…

यापुढे होणारी युद्धे केवळ पाण्यासाठी होतील, असे आता जागतिक स्तरावर म्हटले जाते आहे. देशात अनेक दंगली केवळ राज्या-राज्यातील पाणी तंटय़ावरून होत आहेत; त्याला महाराष्ट्रही अपवाद नाही. डॉ. अनिल अवचट यांनी १०-१५ वर्षांपूर्वी लिहिलेल्या एका लेखात महाराष्ट्राच्या पाणीप्रश्नाचे सुंदर विश्लेषण केले होते.
त्यांच्या म्हणण्यानुसार महाराष्ट्राच्या भूरचनेचा ब्रिटिशांनी फारसा अभ्यास केलेला नाही. कारण इथल्या बेसॉल्ट खडकात खनिजे सापडत नाहीत. डॉ. बी. एम. करमकर या भूरचनाशास्त्रज्ञाने ३०-४० वर्षे महाराष्ट्रात पायी फिरून हा अभ्यास केला आणि सह्याद्रीमधल्या फ्रॅक्चर्सचा शोध लावला. महाराष्ट्रात लाव्हा एका मुखातून वर न येता मोठमोठय़ा भेगा पडून त्यातून वर आलेला आहे. पावसाचे पाणी जमिनीवर पडून ते मुरल्यावर जमिनीत त्याचे प्रवाह निर्माण होतात. प्रवाह खोलवर जात जेव्हा पाणी मुरू न शकणाऱ्या अशा कठीण खडकाच्या थरापाशी येतात, पाण्याची एक पातळी तयार होते. हीच ‘वॉटर टेबल’. विहिरीला, पंपाला पाणीच पाणी येते याच पातळीला, अशी सर्वसाधारण समजूत. पण डॉ. करमरकरांच्या मते, महाराष्ट्रात ‘वॉटर टेबल’ नावाची भानगडच नाही. पाण्याची ‘पॉकेट्स’ इकडे तिकडे आहेत. असे वॉटर टेबल जर खरेच असते तर एका विहिरीला पाणी आहे व तिच्या समोरच असलेली विहीर कोरडी ठणठणीत आहे असे का होते?
उत्तर प्रदेश, बिहार आदी भागांत जमीन वेगळी आहे. तिथे वॉटर टेबल आहे तसे इथे नाही. इथे जास्तीत जास्त दगड हा अ‍ॅमेग्लोलाइड बेसॉल्ट (मांजऱ्या) आहे. जिथे जिथे दुष्काळी भाग आहे तिथे तिथे हा दगड मुबलक आहे. त्यामुळे तर दगडात लेणी खोदत असताना जिथे कॉम्पॅक्ट बेसॉल्ट लागला तिथे लेणी अर्धवट सोडून दिलेली दिसतात. इथल्या जमिनीची ही परिस्थिती असल्याने भूगर्भात पाणी नाही त्यामुळे पावसावरच सर्व भिस्त. सिंचनाच्या सर्व योजनाही म्हणूनच साठवलेल्या पाण्याच्या भरवशावरच अवलंबून असलेल्या दिसतात.
महाराष्ट्रात असे उपलब्ध पाणी शेतीला देण्यासाठी अनेक प्रयोग झाले. त्यात मोठे प्रकल्प, मध्यम प्रकल्प, लघु प्रकल्प, विविध बंधारे, आदींचा समावेश आहे. प्रकल्पांत गेल्या ४० वर्षांपासून जी पारंपरिक पद्धत अवलंबिली जाते, त्यानुसार डाव्या व उजव्या तीरावर कालवा, त्यावरील वितरिका-उपवितरिका याद्वारे शेतापर्यंत पाणी पोहोचवले जाते. पण अनुभव असा आहे की धरणे होतात पण त्यांचे कालवेच वर्षांनुवर्षे होत नाहीत. त्यामुळे धरणात पाणी असते पण त्याच्या वितरणाची कालव्याची व्यवस्थाच नसल्याने ते शेतीपर्यंत पोहोचणार कसे? जर कालवे झालेच तर त्यांच्या देखभालीसाठी लागणाऱ्या रकमेची तरतूद नसते. जे मोठे प्रकल्प असतात त्यांचे कालवेही मोठे व पात्रही रुंद असते. अशा कालव्यांना दगडी किंवा कॉन्क्रीटचे लाइनिंग असून त्यामुळे प्रवाहाला अडथळा येण्याचा संभव नसतो.
याउलट मध्यम व लघु प्रकल्पाच्या अडचणी वेगळ्याच असतात. त्यांचे कालवे एक तर लहान व अरुंद असतात व त्यांना जे लाइनिंग असते ते जुजबी असते. हे कॅनॉलचे काम करणारे फुटकळ गुत्तेदार असल्याने बांधकाम अपेक्षित गुणवत्तेचे होत नाही.
बांधकामाची ही तऱ्हा तर ज्या शेतकऱ्यांच्या शेतातून किंवा बाजूने हे कालवे जातात त्यांची दुसरीच तऱ्हा. ते या कालव्यांची तोडफोड करून जादा पाणी घेण्याचा प्रयत्न करतात. अनेक वेळा शेताजवळच्या कालव्यात दगड, झाडपाला, गवत टाकून अडथळे निर्माण केले जातात. अनेक ठिकाणी गाळ साचून प्रवाह खंडित होतो. या दुरुस्तीसाठी ना खात्याची यंत्रणा असते ना त्यासाठी खर्चाची तरतूद असते. या सगळ्या प्रकारात संबंधित शेतकऱ्याची कोणतीही जबाबदारी नसल्याने त्याला कसलीही झळ पोहोचत नाही. शासनाने शेतकऱ्यांच्या पाणी वाटप सहकारी संस्था व्हाव्यात म्हणून खूप प्रयत्न केला पण त्याला फारसा प्रतिसाद मिळाला नाही. त्यामुळे यात वेगळे काय करता येऊ शकते याचा विचार सुरू झाला.
धरणाचे पाणी पाइपद्वारे देता आले तर कसा उपयोग होईल, हा विचार सुरू झाला. याला कदाचित थोडाफार खर्च जादा येऊ शकतो. पण धरणात पाणी असून ते जर शेतकऱ्यांना मिळणारच नसेल तर त्यापेक्षा थोडा खर्च वाढला तरी हमखास पाणी पोहोचवण्याची खात्री असते. शिवाय कालव्यातून पाणी जाताना जो पाझर होतो, पाण्याचा जो अपव्यय होतो तो टाळता येणार असतो. धरणात आणि कालव्यात पाण्याचे जे बाष्पीभवन होते ते पाइप यंत्रणेत कमी होऊ शकते, हाही एक फायदा. शिवाय कॅनॉल दुरुस्ती, देखभाल हे खर्चही टाळता येतात.
हे लोखंडी पाइप कारखान्यात बनत असल्याने तिथे किमान स्टॅन्डर्डायझेशन असते. पाइप फुटला तर लगेच दिसून येतो व वेल्डिंग करून गळती थांबवता येते, दुरुस्ती होऊ शकते. लोकांना पाणी मीटर लावून मोजून देता येते. गिड पद्धतीने पाइप सिस्टीम करता येते. मीटर बसवले तर पाण्याचे पैसे शेतकऱ्याकडून वसूल करता येतात व त्यामुळे शेतकरीही आवश्यक तेवढेच पाणी घेतो. अशा पद्धतीने महाराष्ट्रात जळगाव जिल्ह्यात मुक्ताईनगर, सातारा जिल्ह्यात ताकारी, म्हैसाळ, टेंबू येथे हे प्रयोग झाले. मराठवाडय़ात सर्वात पहिली पथदर्शक योजना आता तेरणा मध्यम प्रकल्पावर सुरू होत आहे.
या योजनेनुसार, हे पाइप सध्या अस्तित्त्वात असणाऱ्या कालव्यांच्या बाजूनेच टाकण्यात येणार असल्याने त्यासाठी वेगळी जमीन संपादित केली जाणार नाही. त्यामुळे मोठा खर्च वाचणार आहे. भविष्यात ही योजना जर यशस्वी ठरली तर पुढे होणाऱ्या सर्व प्रकल्पांना याच पद्धतीने पाइपद्वारे वितरणव्यवस्था झाली तर कालव्यांसाठी भूसंपादनावर खर्च होणारे कोटय़वधी रुपये वाचू शकतात. हे पाइप जमिनीत किमान चार फूट खोल टाकण्यात येणार असून जमिनीवर त्याचे फक्त व्हॉल्व्ह दिसतील. सर्वसाधारणपणे पाणीपुरवठा योजनेच्या पाइपांची जी रचना असते, तिच्यामुळे पाण्याची गळती होते व नासाडी होते. मात्र या रचनेत ती होणार नाही. पाइप फोडून शेतीला परस्पर पाणी घेण्याला या रचनेने आळा बसेल. हे मोठे लोखंडी पाइप नंतर पीव्हीसी  पाइपने शेतांपर्यंत नेले जाण्याच्या योजनेतून केवळ ठिबक सिंचनासाठीच पाणी दिले जाणार आहे.
धरणात पाणी असूनही ते शेतकऱ्यांना कॅनॉलअभावी घेता येत नाही व घ्यायचे म्हटले तर कॅनॉलद्वारे पाणीही जास्तीत जास्त १० ते १२ कि.मी.पर्यंतच जात असल्याने सर्वाना पुरत नाही अशी सध्या जी परिस्थिती आहे त्यावरही मात करता येईल. प्रवाहीऐवजी ठिबक पद्धतीने पाणी दिल्याने ते कमी लागणार असून साहजिकच पाण्याची जवळपास निम्म्याने बचत होईल. आताच्या प्रमाणातले पाणी जास्तीतजास्त शेतांना लाभ मिळवून देईल.  साहजिकच पाइपद्वारे सिंचनक्षेत्रही वाढेल.
उस्मानाबाद जिल्ह्यात तेरणा धरणावर आता ‘तेरणा मध्यम प्रकल्प उपसा सिंचन ठिबक योजना’ या नावाने येत असलेल्या अशा योजनेची माहिती महेश मिरकले (शाखा अभियंता) व एम. एच. टिंगरे (सहाय्यक शाखा अभियंता) यांनी दिली. या योजनेस २,३६० लाख रुपयांची प्रशासकीय मान्यता मिळाली असून पुण्याचे सिंचन सल्लागार  हिरेमठ यांचा तांत्रिक सल्ला प्रकल्पाकरिता  घेण्यात आला आहे. धरणाची एकूण साठवण क्षमता आहे २०.३६५ दशलक्ष घ.मी.  त्यापैकी ७.७३० दशलक्ष घ.मी. बाष्पीभवन गृहीत धरून १९.४५७ दशलक्ष घ.मी. साठा वापरता येईल. सिंचनासाठी ६.९३२ दशलक्ष घ.मी. आणि बिगर सिंचनासाठी ४.८१३ दशलक्ष घ.मी. पाणी वापरले जाईल.
त्यामुळे १६.२१ कि.मी. उजव्या कालव्याचे १,०३४ हेक्टर व १३.७० कि.मी. डाव्या कालव्याचे ६२१ हेक्टर क्षेत्र सिंचनाखाली येऊ शकेल. या बंद पाइप योजनेचे वैशिष्टय़ असे की एकदा पाइपचा व्हॉल्व्ह सुरू केला की त्याखाली असणाऱ्या सर्व शेतकऱ्यांना समान व एकाच वेळी पाणी सुरू होईल, जे त्यांना फक्त ठिबक सिंचन पद्धतीने वापरण्याचे बंधन राहील.
हे सर्व सकृद्दर्शनी उत्कृष्ट वाटत असले तरी त्यात एक खूप मोठी अडचण ही आहे ती म्हणजे या योजनेसाठी लागणाऱ्या विद्युत पुरवठय़ाची, या योजनेत पाणी खेचण्यासाठी, त्याचे वाटप करण्यासाठी मोठय़ा अश्वशक्तीचे पंप लागतील, ते कार्यरत करण्यासाठी नियमित वेळी व आवश्यक तेवढा विद्युत पुरवठा होणार का हा खरा कळीचा मुद्दा आहे. सध्या वीज मंडळाने या योजनेसाठी हमी दिलेली असली तरी राज्यातील विद्युत तुटवडा, वेळीअवेळी होणारे भारनियमन व अन्य प्रकल्पांची परिस्थिती पाहता हे आश्वासन कितपत पाळले जाईल, ही शंकाच आहे. ही संपूर्ण योजनाच विद्युत पुरवठय़ावर अवलंबून असल्याने त्यासाठी स्वतंत्र यंत्रणेद्वारे वीज पुरवठा झाला नाही तर योजनाच कोलमडण्याचा धोका नाकारता येत नाही.
उस्मानाबाद शहराला लोअर तेरणा प्रकल्पातून पाणी ‘लिफ्ट’ करून वाढीव पाणीपुरवठा करण्याचे ठरले. त्यानुसार कानेगाव- अरणी- करजेखेडा- वडाळा ते रुईभर धरणात पाणी सोडून तेथून उस्मानाबाद शहराला पाणी पुरवणे अपेक्षित आहे. पण दुर्दैवाने केवळ विद्युतपुरवठा वेळेवर होत नसल्याने या सर्व टप्प्यांवर पाणी खेचणेच शक्य झाले नाही; परिणामी या वर्षी भर उन्हाळ्यात शहराला या योजनेतून पाणी मिळू शकले नाही.
त्यामुळे शाश्वत विद्युतपुरवठा ही या योजनेची गरज शासनानेच गृहीत धरायला हवी, याचा प्राधान्याने विचार केला तरच ही व भविष्यात या दिशेने विकसित होणाऱ्या योजना यशस्वी होऊ शकतील.

औरंगाबाद येथे सुरू असलेल्या ‘वसुंधरा इंटरनॅशनल फिल्म फेस्टिव्हल’मध्ये आज (२० सप्टेंबर) ‘ग्लोबल वॉर्मिग’ या अभिजीत घोरपडे यांच्या पुस्तकाचे प्रकाशन प्रा. विजय दिवाण यांच्या हस्ते होत आहे. या  निमित्ताने पुस्तकाची प्रस्तावना आणि ‘आजचे वेगळेपण’ हे प्रकरण  यांतील संपादित अंश-
‘येत्या वीस-पंचवीस वर्षांत मुंबईचा बराचसा भाग पाण्याखाली जाणार.’ ‘दक्षिण ध्रुव आणि उत्तर ध्रुवावर साचून असलेले बर्फाचे थर वितळून जगभर समुद्राची पातळी वाढणार.’ ‘शेतीचे उत्पादन कमी होऊन जगभर अन्नटंचाईची भयंकर समस्या निर्माण होणार.’ ‘जगाच्या सर्व भागांत अतिवृष्टी आणि दुष्काळांची तीव्रता वाढणार.’ ‘हिमालयातील बर्फ वितळून तिथे आता असलेल्या बर्फापैकी केवळ वीस टक्के बर्फ उरणार, मग उत्तर भारतातील नद्यांना सुरुवातीला पूर येणार- पाठोपाठ त्या आटणार.’ ‘सर्वच भागांत रोगराईचे प्रमाण वाढणार.’..
ग्लोबल वॉर्मिग, अर्थात जागतिक तापमानात वाढ झाल्यामुळे जगावर कोणती संकटे येऊ घातली आहेत, याबाबत रोज वर्तमानपत्रे आणि चॅनेल्सवर भरभरून माहिती दिली जाते. त्याचबरोबर सध्या जगाच्या पाठीवर सर्वत्र पूर, वादळे, दुष्काळ या घटना म्हणजे येऊ घातलेल्या संकटांचे संकेत असल्याचे सांगितले जाते. एकीकडे हा माहितीचा भडिमार सुरू असताना मध्येच कोणीतरी ‘ग्लोबल वॉर्मिग’ हा बागुलबुवा असल्याचे सांगतो आणि या सर्व घटना नैसर्गिक असल्याचा दावा करतो. रोज नवनवे संशोधन, निरीक्षणे, त्याबाबतचे निष्कर्ष येतात आणि आधी असलेल्या माहितीत भर घालतात.
‘ग्लोबल वॉर्मिग’बाबत इतकी प्रचंड प्रमाणात माहिती उपलब्ध असूनही सध्या या विषयाबाबत सामान्यांमध्ये गोंधळाची स्थिती आहे. त्यातच रोज नवी माहिती येऊन आदळत असल्याने गोंधळ वाढला आहे. त्यामुळे या विषयातील खूप माहिती असूनही त्यातून काहीच बोध होत नाही, असे चित्र आहे. या समस्येचे नेमके वास्तव काय आहे, त्यामुळे घाबरून जाण्याची किंवा तातडीने उपाययोजना करण्याची किती गरज आहे, हे सर्व कशामुळे घडत आहे, गेल्या पाच-सात वर्षांतच त्याबाबत आपल्याकडे इतकी का चर्चा होते आहे, अशा अनेक प्रश्नांची उत्तरे मात्र रोज येणाऱ्या माहितीतून मिळत नाहीत. त्यामुळे या समस्येशी आपला संबंध काय, हेही सामान्य माणसाला समजत नाही.
ग्लोबल वॉर्मिग हा सध्याचा ‘हॉट’ विषय बनला आहे. त्यामुळे खरे तर जनसामान्यांमध्ये या विषयाबाबत जागरूकता वाढणे अपेक्षित आहे, पण प्रत्यक्षात मात्र गोंधळच वाढत आहे. त्याला संशोधक आणि प्रसारमाध्यमेसुद्धा तितकीच जबाबदार आहेत. यामुळे कोणत्याही नैसर्गिक आपत्तीचा संबंध ग्लोबल वॉर्मिगशी जोडला जातो. मुंबईत २००५ साली झालेली अतिवृष्टी, त्याच वर्षी महाराष्ट्रात आलेले पूर, त्याच्या पुढच्याच वर्षी राजस्थानच्या वाळवंटात आलेला पूर, युरोपातील उष्णतेची लाट, अमेरिकेला तडाखा देणारी कॅटरिना-रीटा यासारखी वादळे, ऑस्ट्रेलियात पडलेला दुष्काळ.. अशा घटनांमागे लागलीच ग्लोबल वॉर्मिग हे कारण असल्याचे बोलले जाते. असा एकाकी संबंध लावताना अशा प्रकारच्या घटना यापूर्वी घडल्याच नाहीत का? यावर कोणी फारसे बोलत नाही. आंध्र प्रदेशात दरवर्षी येणारी उष्णतेची लाट आणि गंगा-यमुना, ब्रह्मपुत्रेला दरवर्षी येणारे पूर यांचा संबंधही ‘ग्लोबल वॉर्मिग’शी जोडला जातो, याला काय म्हणायचे? एकीकडे असा ‘बादरायण’ संबंध जोडला जात असताना काही जण ग्लोबल वॉर्मिग ही समस्या असल्याचेच नाकारतात व या प्रश्नाकडे सोयीस्कर दुर्लक्ष करतात. यातून आपण वास्तवापासून दूर जातो. परिणामी या समस्येचे गांभीर्यच कमी होत जाते.
या समस्येबाबत गोंधळ वाढण्याचे आणखी एक प्रमुख कारण म्हणजे त्यामागच्या शास्त्रीय संकल्पनांची माहिती नसणे. हे सर्व कशामुळे घडत आहे, त्यामागे कोणती कारणे आहेत, जागतिक तापमानात सध्या होत असलेली वाढ पहिल्यांदाच होत आहे का याबाबत पृथ्वीचा इतिहास काय सांगतो, या घटनांमागे नैसर्गिक कारणांचा किती वाटा आहे, माणसाच्या उद्योगांचा किती हात आहे या गोष्टी माहीत झाल्याशिवाय ‘ग्लोबल वॉर्मिग’चे वास्तव समजणार नाही आणि याबाबतचा गोंधळही दूर होणार नाही. वास्तव समजल्यावरच या समस्येचे गांभीर्य लक्षात येईल आणि त्यातून मार्ग काढण्यासाठी आपण काय करू शकतो याबाबत विचार होईल. एकदा का मूळ समस्या व तिचे स्वरूप माहीत झाले की, याबाबत रोज प्रसिद्ध होणाऱ्या बातम्यांचाही अर्थ समजेल. त्यातील वस्तुस्थिती आणि अतिरंजितता यात फरक करण्याची क्षमताही निर्माण होण्यास मदत होईल!
हे काम सोपे व्हावे म्हणून ‘ग्लोबल वॉर्मिग’च्या मूलभूत विज्ञानापासून त्याच्या विविध संकल्पना, त्याची वस्तुस्थिती, भविष्यात होऊ घातलेले धोके, इतिहासात अशा घडलेल्या घटना, त्यांचा जीवसृष्टीवर झालेला परिणाम, आता याबाबत जगापुढे असलेली आव्हाने, ती पेलण्यासाठी केले जात असलेले प्रयत्न, त्याला आपण काय हातभार लावू शकतो, असे अनेक पैलू जाणून घेणे आवश्यक ठरेल. असे केले तरच हा विषय, या विषयाचा आवाका लक्षात येईल आणि त्याचे गांभीर्यसुद्धा समजेल.

हवामानाच्या आतापर्यंतच्या इतिहासावर जो प्रकाश टाकण्यात आला आहे, त्यावरून एक गोष्ट स्पष्ट होते, ती म्हणजे हवामानातील अनेक तीव्र घटना या नैसर्गिकरीत्या घडू शकतात. चक्रीवादळे, दुष्काळ, महापूर, उष्णतेच्या लाटा या घटना नैसर्गिक चक्राचाच भाग असतो. त्यात चढ-उतार होणे, हाही निसर्गाचाच भाग असल्याचे पुरावेदेखील आहेत. ज्वालामुखीचे प्रचंड उद्रेक, उल्का व अशनींचा वर्षांव, भूखंडांची हालचाल व त्यांचे एकमेकांपासून दुभंगणे, सूर्यापासून मिळणारी उष्णता कमी-जास्त होणे, पृथ्वीच्या उष्णता ग्रहण करण्याच्या क्षमतेत फरक पडणे अशा अचाट घटनाही घडल्या आहेत. पृथ्वीच्या वातावरणात, प्रचंड बदल घडवून आणण्यास या घटना कारणीभूत आहेत. विशेष म्हणजे त्यांचे विशिष्ट चक्रसुद्धा आहे. त्यानुसार या घटनांमध्ये चढ-उतारही होतात. त्याचा परिणाम म्हणूनच पृथ्वीवर कोटय़वधी वर्षांपासून अतिशय थंड हिमयुगे आणि जास्त तापमानाचे उबदार कालखंड आलटून पालटून अवतरले आहेत. ही वस्तुस्थिती लक्षात घेतल्यावर असेच वाटेल की, पृथ्वीच्या वातावरणात जे काही बदल होत आहेत, त्यांचा माणसाशी संबंध नाहीच. हे सर्व बदल आणि सध्या चर्चेत असलेली तापमान वाढ (ग्लोबल वॉर्मिग) हे सर्व नैसर्गिक चक्राचेच परिणाम आहेत.
पण या इतिहासातील घटना आणि सध्याची परिस्थिती यात काही फरक असेल तर मात्र या घटनांशी माणसाचा संबंध असल्याचा निष्कर्ष काढता येईल. विशेष म्हणजे असा फरक पाहायला मिळतो. त्यामुळेच आता घडत असलेल्या घटनांमध्ये, माणसाचा काही ना काही हात असल्याचे ठामपणे म्हणता येते.
पृथ्वीवरील कार्बन वायूचे प्रमाण आजच्या काळात लक्षणीय वाढले आहे. पृथ्वीच्या आपल्याला माहीत असलेल्या इतिहासात, या वायूंचे इतके जास्त प्रमाण कधीही नव्हते. ‘कार्बन वायू’ म्हणजे कार्बन-डाय-ऑक्साईड, मिथेन, नायट्रस ऑक्साईड यासारखे वायू, जे वातावरणाचे तापमान वाढविण्यास कारणीभूत ठरतात. या वायूंचे वातावरणातील प्रमाण किती होते, याची गेल्या आठ लाख वर्षांची माहिती सध्या उपलब्ध आहे. या संपूर्ण आठ लाख वर्षांच्या काळात या कार्बन वायूंचे वातावरणातील प्रमाण प्रति दहा लाख घटकांमध्ये ३०० घटकांहूनही कमी होते. ते गेल्या दोनशे वर्षांमध्ये पहिल्यांदाच तीनशेच्यावर गेले. २००५ सालच्या आकडेवाडीनुसार, हे प्रमाण सुमारे ३७९ घटकांपर्यंत वाढले होते. त्यात अजूनही वेगाने वाढ होत आहे. या  वायूंचे वातावरणातील प्रमाण वाढण्यास कारखाने औष्णिक वीजकेंद्रे, वाहने, जंगलतोड, जमिनीचा असंतुलित पद्धतीने वापर, शेतीत रासायनिक खतांचा अधिक वापर ही कारणे आहेत. अर्थातच ही माणसाचीच ‘देण’ आहे. या वायूंचे प्रमाण वाढेल तशी जागतिक तापमानात वाढ होते. कार्बन वायूंचे वाढलेले प्रमाण, ही पृथ्वीच्या दृष्टीने अपवादात्मक स्थिती आहे. आणि त्यामागे माणसाचाच हात आहे.
पृथ्वीने इतिहासात अनेक हिमयुगे पाहिली, तसेच उबदार कालखंडसुद्धा पाहिले आहेत. या काळात तिच्या तापमानात लक्षणीय बदल झाला. हिमयुगं व उबदार कालखंडामधील तापमानात तब्बल आठ ते दहा अंश सेल्सिअस इतकी जास्त तफावत होती. या तुलनेत आधुनिक काळात, म्हणजे गेल्या सव्वाशे वर्षांमध्ये जागतिक तापमानात ०.७४ अंश सेल्सिअसची वाढ झाली आहे. इतिहासातील आठ- दहा अंशांच्या तुलनेत ही वाढ किरकोळ म्हणायची, तरीही हेसुद्धा पृथ्वीच्या इतिहासात पहिल्यांदाच घडत आहे. यातील वेगळेपण असे की, तापमानवाढीचा हा वेग पृथ्वीने कधीच अनुभवला नव्हता. ०.७४ अंश हा आकडा कमी वाटला तरी केवळ सव्वाशे वर्षांमध्ये जागतिक तापमानात इतकी वाढ होणे हे वैशिष्टय़पूर्ण आहे. कारण पृथ्वीचे तापमान आतापर्यंत अनेकदा आठ-दहा अंशांनी वाढले असले तरी, त्यासाठी काही लाख किंवा काही कोटी वर्षे जावी लागली आहेत. पण अलिकडे झालेला बदल केवळ सव्वाशे वर्षांमध्ये झालेला आहे. सव्वाशे वर्षांचा कालावधी माणसासाठी मोठा वाटेल, पण पृथ्वीच्या सुमारे चारशे साठ कोटी वर्षांच्या इतिहासात तो एखाद्या मिनिटाएवढा किंवा सेकंदाएवढाच भरेल. त्यामुळे सव्वाशे वर्षांमध्ये पृथ्वीच्या वातावरणाचे तापमान इतके जास्त वाढणे, ही लक्षणीय बाब आहे. आणि ते माणसाच्या उपस्थितीत घडले आहे. यातून हवामानबदलाशी माणसाचा संबंध स्पष्ट होतोच.
याचबरोबर आणखीही काही गोष्टी हवामानातील बदलांशी माणसाचा संबंध असल्याचे स्पष्ट करतात. माणसाच्या निसर्गाला ओरबाडण्याच्या वेगानेही मर्यादा ओलांडल्या आहेत. जंगले, खनिज तेलाचे साठे, खनिजे, माती, सुपीक जमीन अशी विविध प्रकारची नैसर्गिक संपत्ती निर्माण करण्याची पृथ्वीची विशिष्ट क्षमता असते. त्या क्षमतेच्या तुलनेत माणसाचा ही संपत्ती वापरण्याचा वेग खूपच वाढला आहे. पृथ्वी विशिष्ट काळात शंभर एकक इतक्या वेगाने संपत्ती निर्माण करते, असे मानले तर माणूस तितक्याच वेळात सव्वाशे एकक संपत्ती वापरत आहे. या असंतुलित वापरामुळे कधी ना कधी पृथ्वीवरील नैसर्गिक संपत्ती अपुरी पडायला लागेल आणि कदाचित संपेलसुद्धा. विशेष म्हणजे आतापर्यंतच्या माहितीनुसार, पृथ्वीवर हा बोजा पहिल्यांदाच पडत आहे. त्यालासुद्धा माणूसच कारणीभूत आहे. माणसाची ही हाव हासुद्धा हवामानातील बदलांसाठी माणूस कसा जबाबदार आहे हे दाखवून देणारा पुरावाच म्हणावा लागेल.
त्यामुळेच पृथ्वीवर प्राचीन काळापासून काही बदल घडले असले तरी, आताची परिस्थिती वेगळी व अपवादात्मक असल्याचे स्पष्ट दिसते. म्हणूनच आताच्या जागतिक तापमानवाढीच्या समस्येशी माणसाचा संबंधही जोडावा लागतो.

For the first time in history, more than one billion people, or nearly one in every 6 inhabitants of the planet, are going hungry this year, according to a new report from the United Nations’ World Food Program (WFP). Chronic poverty, still high food prices and the impact of the world economic crisis have led to a sharp increase in the number of hungry people, now larger than the combined populations of the United States, Canada and the European Union.

The total number of hungry people has shot up by nearly 200 million over the last decade. After a small decline between 2007 and 2008, world hunger rose sharply as the impact of the economic crisis hit, rising from 915 million in 2008 to an estimated 1.02 billion this year.

While disasters, such as floods or droughts, cause temporary food shortages, these emergencies accounted for only 8 percent of the world’s hungry population, the WFP said. Nor is the problem caused by a shortage of food production, which at current levels is sufficient to feed the world’s population.

The source of the catastrophe is the capitalist profit system and, in particular, the continued oppression of the poorest countries in sub-Saharan Africa and Asia. Sixty-five percent of the world’s hungry people live in just six countries: India, China, the Democratic Republic of Congo, Bangladesh, Indonesia, Pakistan and Ethiopia.

The various IMF-dictated “development” programs imposed on these countries have chiefly benefited the banks in London, New York and Tokyo—which have sucked out hundreds of billions in interest payments—as well as the native ruling elites. Falling commodity prices for raw materials have also reduced revenues, while speculation on food has also driven up costs.

According to an article on the WFP report on Livescience.com, aid programs had made certain inroads in fighting hunger at the end of the 20th century. However, rising food prices have all but negated those efforts, causing the number of hungry to rise again everywhere except in Latin America and the Caribbean. The rising cost of food caused the number of hungry to jump by 75 million in 2007 and 40 million in 2008.

“The double whammy of the financial crisis and the still record high food prices around the world is delivering a devastating blow to the world’s most vulnerable,” WFP Executive Director Josette Sheeran told a London press conference Wednesday. “They have been squeezed so much that many have lost what few assets they owned, further exposing them to hunger. Now, it only takes a drought or storm to provoke a disaster.”

The present crisis also underscores the criminal misallocation of financial resources by governments around the world. Sheeren noted that the $3 billion the agency needed to cover its budget shortfall and continue providing food to 108 million people around the world was less than 0.01 percent—or one-hundredth of one percent—the amount spent by world governments on the bailout of the banks and other financial institutions.

While hunger has reached record levels, she said, food aid has fallen to a 20-year low. The WFP said it would have to drastically cut food aid by October because it had only raised less than half of its $6.7 billion budget.

In Kenya, where drought and high food prices have pushed nearly 4 million people into hunger, the WFP said it was preparing to reduce rations.

In Guatemala, its program to provide food supplements to 100,000 children and 50,000 pregnant and lactating women was “hanging by a thread.” Almost half of the children in the Central American country are chronically malnourished—the sixth highest level in the world—and the government has recently declared a “State of National Calamity” due to a shortage of food to feed hungry rural communities.

The WFP reported these stark statistics:

• An estimated 146 million children in developing countries are underweight
• Every six seconds a child dies because of hunger and related causes
• More than 60 percent of chronically hungry people are women

A host of irreversible physical ailments can be caused by undernourishment—the insufficient intake of calories to meet minimum physiological needs—and malnutrition—the lack of sufficient levels of proteins, vitamins and other nutrients.

The most common form of malnutrition is iron deficiency, Livescience.com noted, which affects billions worldwide and can impede brain development. Vitamin A deficiency affects 140 million preschool children in 118 countries and is the leading cause of child blindness. It also kills one million infants a year, according to UNICEF.

Iodine deficiency affects 780 million people worldwide. Babies born to iodine deficient mothers can have mental impairments, the web site noted. Zinc deficiency results in the deaths of about 800,000 children each year and weakens the immune system of young children.

The desperation facing millions produced tragedy Monday when a stampede of people seeking free food in the southern Pakistan port city of Karachi left up to 20 impoverished women and children dead. Officials said they were crushed in a stairwell and alley, as hundreds lined up to get free flour from charity workers.

Police and other witnesses told the Agence France-Presse (AFP) that a private security guard in charge of making sure the women stayed in line charged them with a baton when they became impatient with the long wait. An injured woman, Salma Qadir, 40, said the women wanted to get their rations quickly but were beaten by the guard. “The women got scared and tried to turn back, which scared others and resulted in a stampede,” she told the AFP.

The narrow streets of the market area were reportedly teeming with hundreds of poor people seeking scarce wheat and sugar. Poverty levels in the city of 14 million people have been on the rise along with food prices, which government officials blame on hoarding by mills and large wholesalers. The BBC reported that Pakistan’s government had recently ordered a crackdown against such hoarding, “[b]ut this failed to materialize thus far due to the lobby’s massive influence in Pakistan’s parliament.”

According to the World Food Program, 85 percent of the South Asian country’s 173 million people live on less than US$2 a day. Hunger in the country has been exacerbated by world financial breakdown, skyrocketing food prices and the US-backed war in Pakistan’s North West Frontier Province and tribal areas, which has driven millions from their homes. Currently the WFP is trying to provide daily food rations to 100,000 displaced people in the war-torn area.

The World is facing a Climate Emergency but you wouldn’t think so from the response by governments. Carbon dioxide (CO2) concentration in the atmosphere is 390 parts per million (ppm), well outside the range of 180-300 ppm over the last 600,000 years during which Man (Homo sapiens) finally evolved (see: http://sites.google.com/site/yarravalleyclimateactiongroup/

Top climate scientists like NASA’s Dr James Hansen tell us that we must return to 300 ppm for a safe and sustainable future for the Planet (see 300.org: http://sites.google.com/site/300orgsite/300-org ) . However Big Business-beholden governments are resolute in inaction and the CO2 concentration is presently increasing at a record 2.5 ppm per year. The World has already suffered massive climatic disruption with a temperature increase of 0.8 degrees C (see: http://www.usclimateaction.org/userfiles/JohnHoldren.pdf ) but 90% of scientists polled at the March 2009 Copenhagen Climate Change Conference believed that 2 degrees C or more was unavoidable.

Time is running out and we ask despairingly: how can we get politicians to act in the face of worsening Climate Emergency? Paradoxically, pro-coal, pro-pollution, climate criminal Australia, a world leader in annual per capita greenhouse gas (GHG) pollution and the world’s biggest coal exporter, may provide an answer.

The pro-coal Rudd Labor Australian Federal Government is committed to coal exports and use of coal burning to generate power domestically. So too is the Liberal Party-National Party Coalition Opposition (Labor and the Liberal-National Party Coalition are collectively known as the Lib-Labs and are supported by 90% of the electorate with the Australian Greens getting about 10% of the vote). However, Australia is being seriously buffeted by the consequences of Climate Change (floods in the north, savage drought and massive bushfires in the South and the Murray-Darling River System and the coral of the Great Barrier Reef is dying) and the public is increasingly concerned.

The Labor Government was elected in 2007 on the promise of tackling Climate Change but its actions have been purely cosmetic or worse so far. Thus the Labor Government finally signed the Kyoto Protocol for Australia but succeeded, with the US, in sabotaging the 2007 Bali Climate Change Conference. After nearly 2 years in office, Labor has devastated and almost destroyed the renewable energy industry. With support from the Opposition, Labor recently passed Renewable Energy Target (RET) Scheme legislation that finally gave desperately needed certainty to the renewable energy industry – but which manipulated the truth (calling all kinds of non-renewable energy sources “renewable” ) so that a mere 2.4% new solar energy component of Australia could be deemed to meet the ostensible target of “20% renewable energy by 2020” (see: http://www.countercurrents.org/polya160809.htm ) .

With only several months before the Copenhagen meeting of governments about Climate Change, the Australian Government is re-submitting Cap-and-Trade Emissions Trading Scheme (ETS) legislation before Parliament. This dishonest and indeed fraudulent Carbon Trading ETS (similar to that of the Waxman-Markey Bill in the US) pretends to tackle Climate Change but in reality this scheme, oxymoronically named the Carbon Pollution Reduction Scheme (CPRS), will actually involve Australia’s Domestic and Exported GHG pollution INCREASING by 80% over the 2000 value by 2050.

The Australian Greens and the Coalition opposed the first version of the Labor Government ETS but now the Coalition Opposition is wavering in the face of huge support for the spin-master Rudd Labor Government in Murdochracy Australia in which the pro-coal, pro-pollution, climate denialist Rupert Murdoch media empire has 70% of big city daily newspapers.

Below is an Open Letter sent personally addressed to all Federal Opposition MPs in Australia and copied to media and NGOs in a last ditch attempt to get the Coalition Opposition to oppose Labor’s disastrous Business As Usual (BAU) carbon pollution ETS policies. Of course, as an anti-war Humanist I have never voted for the pro-war Coalition.

We are running out of time but one must still hope beyond hope that facts, reason and indeed self-interest will prevail to produce rational, humane and science-based climate change risk management in Australia and indeed throughout the World. The Open Letter below explains to the Coalition MPs how they will win a landslide electoral victory if they Accept the Science, Support 100% renewable energy ASAP (it is inevitable in the end anyway) and Oppose Labor’s Business As Usual (BAU) ETS.

If the conservative Australian Lib-Labs and the equivalent US Rep-Dems are so committed to protecting the fortunes of high polluting corporations to the extent of electoral defeat then there is no hope for Australia, the US or the World.

Open Letter to Australian Opposition MPs.

Dear Mr, Ms, Mrs, Dr, Senator … ,

ASO Protocol: Coalition will win landslide victory if it Accepts the Science, Supports 100% renewable energy ASAP and Opposes Labor’s fraudulent ETS.

The Coalition will win a landslide victory in the next election and long-term electoral support with Green preferences (notably from Labor-betrayed former Labor voters) if it (1) Accepts climate emergency advice from top climate scientists, (2) Supports 100% renewable energy ASAP; and (3) Opposes Labor‘s fraudulent Emissions Trading Scheme (ETS).

Incompetent, dishonest and corrupt Labor has betrayed Labor voters, Australia and the World by ignoring expert advice from top climate scientists about the worsening Climate Disruption and Climate Emergency and by supporting high–polluting, foreign-owned corporations at the expense of the Great Barrier Reef, Green Jobs, Australia, Humanity, the Biosphere and a safe future for our children and grandchildren. [1, 2, 3].

1. Top climate scientists are telling us that it is already too late to avoid a catastrophic 2 degree C rise in temperature and that: extraordinary droughts, floods, hurricanes and bushfires are already the norm and no longer the exception; the Arctic summer sea ice will be completely gone by 2013 (4 years’ time); the atmospheric CO2 must be urgently reduced to 300 ppm from the present 390 ppm; massive climate disruption has already occurred, requiring urgent adaptation (e.g. energy efficiency and new agriculture, forestry and fisheries) as well as mitigation (reducing CO2 pollution); the species extinction rate is 100-1,000 times above normal; coral reefs will die above 450 ppm CO2 (in 24 years at the current 2.5 ppm increase pa); and that the worsening climate genocide may kill 10 billion people this century. [Labor ignores the science, intends to hugely increase GHG pollution, and its policies, if generally adopted, would mean a temperature increase above that in 1990 of 7 degrees C and global disaster this century]. [3, 4].

2. Given the climate emergency perceived by top climate scientists and by top scientists in general, some top climate scientists and climate change analysts (including Nobel Laureate Al Gore) are demanding “100% renewable energy by 2020” (some countries are already implementing this) and “cut carbon emissions 80% by 2020”. [Labor’s pro-coal, BAU policies have devastated renewable energy in Australia and will increase Australia’s world leading annual per capita greenhouse gas (GHG) pollution - “annual per capita GHG pollution” in units of “tonnes CO2-equivalent per person per year” is currently 0.9 (Bangladesh), 0.9 (Pakistan), 2.2 (India), 5.5 (China), 6.7 (the World), 11 (Europe), 23 (Canada), 27 (the US) and 30 (Australia; or 54 if Australia’s huge Exported CO2 pollution is included)]. [5, 6, 7].

3. The Labor Carbon Trading Emissions Trading Scheme (ETS) is assertedly a Carbon Pollution Reduction Scheme (CPRS) but will actually increase Australia’s annual GHG pollution by 80% over the 2000 value by 2050. Labor’s ETS has been described as “fraudulent” because it involves rigged auctions for pollution permits with a carbon price 10-20 times lower than the carbon costing of 5,000 annual Australian deaths from coal burning pollutants; has potential for off-shore and market manipulation scams leading to price collapse (that is inevitable anyway); and returns most of the receipts to major polluters. [Major climate scientists and climate economists argue for a transparent, non-manipulable, revenue neutral Carbon Tax of the kind that already exists in Australia for petrol]. [7, 8].

At the next election, a grassroots coalition of Australians, from children to retirees and spearheaded by several hundred Climate Action Groups around the nation, will campaign against the disastrous, un-Australian, anti-Australian, terracidal, pro-coal, BAU, carbon pollution policies of the Labor Government that are destroying our future and our children’s future at the behest of high polluting, foreign-owned corporations. [9, 10, 11, 12].

Unlike ephemeral political spin, the laws of Physics and Chemistry are inexorable – the ongoing Climate Disruption, Climate Emergency and Climate Genocide are worsening realities. Just as we turn to top medical experts for advice on life-threatening disease, so we must turn to top scientists about the Climate Emergency. Thus Professor James Hansen (top US climate scientist, head, NASA’s Goddard Institute for Space Studies): “We face a climate emergency”. Australian Nobel Laureate Professor Peter Doherty: “We are in real danger.” Professor David de Kretser AC (eminent medical scientist and Governor of Victoria, Australia) “There is no doubt in my mind that this is the greatest problem confronting mankind at this time and that it has reached the level of a state of emergency.” [13].

The Synthesis Report of the March 2009 Copenhagen Climate Change Conference (2,500 participants), held at the 8-Nobel-Laureate University of Copenhagen, stated: “Inaction is inexcusable. Society already has many tools and approaches – economic, technological, behavioural, and managerial – to deal effectively with the climate change challenge. If these tools are not widely and vigorously implemented, adaptation to the unavoidable climate change and the social transformation required to decarbonise economies will not be achieved. A wide range of benefits will flow from a concerted effort to achieve effective and rapid adaptation and mitigation. These include job growth in the sustainable sector; reductions in the health, social economic and environmental costs of climate change; and the repair of ecosystems and revitalisation of ecosystem services.” [14, 15].

Climate Change disproportionately impacts on Older People – people with the time, money and wisdom to do something about it. Older people are peculiarly threatened by the worsening climate emergency in three key areas that can be summarized by the “three Ds” of Devaluation (GDP growth to prevent devaluation of their pensions and superannuation is only sustainable via renewable energy), Death (older people are frailer and also more susceptible to death from heat stress through a weakened signalling mechanism) and Descendants (their descendants will hate older people for what they have done to the Planet). [16].

In the next few months the Coalition will decide whether to support Labor’s traitorous and terracidal BAU carbon pollution policies OR to opt for the prospect of a landslide victory at the next election and long-term electoral support if it adopts the ASO Protocol of (1) Accepting the Science, (2) Supporting 100% renewable energy ASAP and (3) Opposing Labor’s fraudulent ETS.

This Open Letter to Australian Coalition MPs has been written in the public interest.
